Polo Park Homeowners meeting for July 15, 2024 @ 7:00 pm

Pledge of Allegiance was led by Daniel Basham

Prayer was led by Marcia Rockinson. 

Daniel Basham announced that there was a quorum and reminded everyone to sign in showing that they were in attendance at the HOA meeting.

Secretary’s Report by Linda Bailey

Linda S. moved that the board accept the minutes from the previous meeting.  Daniel B.  seconded it.  All were in favor of accepting the minutes.

There are 16 homes that are over 90 days past due.  Which is only 2% of our annual income from maintenance fees.

Daniel Basham asked for someone to accept the Treasurer’s Report.  Linda B. made a motion to accept the Treasurer’s Report; Linda S. seconded the motion.  All were in favor of accepting the Treasurer’s Report.

Committee Reports

            Golf Committee by Marcia Rockinson

            June of this year the golf course brought in $2,313.67, whereas last year the course brought in $1,129.43 showing an increase of $1,184.24.  Yearly income is now $85,299. Making the yearly increase from last year $6,151.63 over the same period of time.

            Summer special is still running.  Office hours have been cut to 7 am to 10 am.  Jim Rose will be manning the Golf Office from 10 am to 1 pm beginning the last week of July to see if there will be enough players to compensate paying staff to man those hours.

            CAP by Marcia Rockinson

            Reminded everyone of the CAP meetings.  CAP ice cream social will be August 5 from 6pm to 8pm at the Challenger Clubhouse.  On the 4th Monday of the month, the county wide CAP meeting will be held at Polo Park in the Challenger Clubhouse.

            Welcome Committee by Marcia Rockinson

            During June and July about 12 new people moved into Polo Park.  Meetings will start up in October.

            Buildings and Grounds by Scott Rapp

            The annual carpet clean will take place at both clubhouses.  Scott made a motion to hire Smart Cleaning Services in to clean our floors for $2,150.  Sam Harris commented that for $300.00 they would move the furniture to clean and put the furniture back after cleaning.  They have, also, offered to clean the drapes on the walls for free.  Scott Rapp continued that they would also do some de-humidifier work after cleaning the carpets to take some of the moisture out of the rooms.  Linda Sheerin seconded the motion.  All were in favor.

            Rules and Regulations by Linda Sheerin

            Eighteen letters were sent in the month of June for unpaid HOA fees.  Three letters were sent to Standing Fines Committee herein labeled A, B and C.

            A)        House needed a power wash due to dirt and mold and it needed painting.  The house has been power washed but not painted.  Address:  456 Jackson Park Ave. 

            Linda B. made a motion to send A to the Standing Fines Committee at $50.00 per day up to a maximum of $1,000.00.  Scott R. seconded it.  All in favor.

            B)        House needed landscaping cleaned up.  Address:  208 Nesbitt Park Ave.

            Linda B. made a motion to send B to the Standing Fines Committee at $50.00 per day up to a maximum of $1,000.00.  Daniel B. seconded it.  All in favor.  

            C)        House needed landscaping cleaned up.  Address:  209 Nesbitt Park Ave.

            Linda S. made a motion to send C to the Standing Fines Committee at $50.00 per day up to a maximum of $1,000.00.  Daniel B. seconded it.  All in favor.

            Architectural Review Committee (ARC) by Linda Sheerin

            Thirteen forms were submitted, only 1 was denied.  When a denial has been made by the ARC, that form must go to a Hearing Committee for the final decision by Florida Statues.  Linda S. asked for volunteers for the Hearing Committee.

            Pools by Elise Hersey

            Boulevard Pool – maintenance guys are going to check the levels in the pools in the afternoon a few times per week to make sure that the chlorine and ph balances are correct according to public health.  A bacteria test will also be used. If levels are off, action will be taken to correct the levels.

            CERTS by Cece Cappelen

            All were asked to familiarize yourselves with the emergency locations.  None of the shelter locations are manned until there is a need.

            Flock Camera by Marcia Rockinson

            It is up and working.

            Veteran’s Committee by Samuel Harris

            November 9, 2024 there will be a Veteran’s Day dance with a band (Traces of Gold).  Next flag raising is September 11, 2024.

            Dates to take note of by Daniel Basham and Sam Harris 

            Memorial for Marion Geake on November 10, 2024. Daryl Ratcliffe is planning a pancake breakfast early in the year.  Perry will be working in the Challenger Clubhouse putting lights in starting on July 17, 2024.

            Standing Hearing Committee by Linda Sheerin

            Change of meeting time for this month.  The Committee will meet on August 1 in the Boulevard Clubhouse at 10:30 am.

            Documents Review Committee – no one available to give a report.

            Audit Committee – no one available to give a report.

Old Business

            Swale Progress by Scott Rapp

            Digging is complete.  The county will now address the issues with the pipes.  Scott informed us about the areas that they will be working on.  Anyone with issues concerning the pipes or swales, let Scott know.

            Kensington Beautification Project by Scott Rapp

            Scott made a motion to approve the beautification project and move ahead with it as finances permit.  Danial B. seconded it.  All approved.

            Hurricane Preparedness by Linda Bailey

            Looking for volunteers to fill sand bags and anything else required to secure the buildings as soon as a hurricane is imminent. 

            Island Contract with County by Scott Rapp

            A contract between Polk County and Polo Park will be drawn up allowing the residents of Polo Park to beautify the islands that are present at the entrance of the park.  The contract will not be binding but will have guidelines to follow to help us stay within the parameters of Polk County.  Scott made a motion to create and the notarize and run it past the Park’s lawyer.  The document will then be delivered to Polk County which will allow the Park to beautify those islands.  Linda B. seconded the motion.  All were in favor.

New Business

            Suggestions/questions - Linda B. reiterated those suggestions that came from the box indicating that some of the suggestions have been acted upon.  However, any suggestions/questions that require decisions to be made will always be brought before the residents of Polo Park. 

Activity Events

            Bocce Ball cancelled until September.  Hot Dogs cancelled until October.  Hand and Foot now held in the Challenger Clubhouse at 2:00 pm on the first Tuesday of the month.  Painting with Cece cancelled.  Summer Bingo is Tuesdays at 3:00 pm.  Coffee and chat is Thursday morning at 8:30 am at the Boulevard Clubhouse.  Line dancing will be every other Wednesday in the Challenger Clubhouse beginning this month.  Mahjongg is 9:30 am.  Sit and be fit is Tuesdays and Thursdays at 10:30 at the Challenger Clubhouse.  Walking Class is Monday, Wednesday and Friday at 8:00 am to walk 3 miles.  Saturday at 8:00 am to walk 2 miles.  Pickleball is still being played.  Rummicube is still being played at 1:00 pm at the boulevard clubhouse on Wednesday.  The Omni Cruise is still set for January.  Dime Bingo is on hiatus for the month of July but will begin again in August in the Challenger Clubhouse on Sundays at 8:00 pm.

President’s Message by Daniel Basham

            People are still continuing to run stop signs especially at Hempstead Place and Polo Park Blvd.

            Linda Sheerin, Linda Bailey, Elise Hersey and Daniel Basham are going to be meeting with a management company.  This is just to investigate the management idea.  Three members and a past member of the board have been chosen deliberately so that there is not a quorum of the board present at the presentation.  Linda Sheerin added that from the meeting with the management company, a list of the items a management company would provide will be obtained with the costs of each item.  This list will be presented to the residents of Polo Park.  This will provide a clear insight as to the amount of work our volunteers do and how much money our volunteers save us.  This meeting will make it clear to all how much a management company would cost the residents of Polo Park.

Daniel Basham made a motion to adjourn the meeting at 8:12 pm.  Linda Bailey seconded it.
