Call to Order:

Daniel Basham announced that there was a quorum and reminded everyone to sign in showing that they were in attendance at the HOA meeting.

Linda B. moved that the board accept the minutes from the previous meeting.  Linda S.  seconded it.  All were in favor of accepting the minutes.

There will be budget meetings at the Boulevard Clubhouse on October 16th, 2024 from 9:30 am to 10:30 am, on November 20th from 9:30 am to 10:30 am and on December 4th from 9:30 am to 10:30 am.

Marianne H. made a motion to accept the Treasurer’s Report; Linda S. seconded the motion.  All were in favor of accepting the Treasurer’s Report.

Committee Reports

            Golf Committee by Mike Wright

            Golf course only open from 7 to 10.  Reduced expenses by shutting down unnecessary spending. 

            Buildings and Grounds by Scott Rapp

            Working on getting a camera for in front of the Challenger Clubhouse.       

            Rules and Regulations by Linda Sheerin

            Forty-eight letters were sent in the month of August.  Twenty-seven issues have been fixed.  Four letters that need to be sent to the Standing Fines committee.

            Letters were sent to Standing Hearing Committee herein labeled A, B, C and D.

            A)        Weeds in the landscaping.  Address:  519 Tivoli Park Dr.

            Linda S. made a motion to send A to the Standing Fines Committee at $50.00 per day up to a maximum of $1,000.00.  Scott Rapp. seconded it.  Motion was passed.

            B)        House needed landscaping cleaned up.  Address:  460 Nesbitt Park Rd.

Linda S. made a motion to send B to the Standing Fines Committee at $50.00 per day up to a maximum of $1,000.00.   Daniel B. seconded it.  Motion was passed. 

            C)        House needed landscaping cleaned up and clean up mold and surface of driveway.  Address:  200 Winter Park St.

            Linda S. made a motion to send C to the Standing Fines Committee at $50.00 per day up to a maximum of $1,000.00.  Scott R. seconded it.  Motion was passed.

            D)        Business being run from garage.  Address:  218 Langford Park Dr.

            Daniel B. made a motion to draft a letter to the homeowner informing him that there is a suspect business being run from this address that should cease.  Linda B. seconded it.  All in favor.  Motion was passed.

            Architectural Review Committee (ARC) by Linda Sheerin

            Ten forms were submitted, with 0 rejected. 

            The house on Jackson Park Blvd. that poured concrete in their yard and attached the concrete to the golf cart path on the golf course remains in discussion.  To go to the lawyer.

            131 Kensington Park Dr.  Their shed has been tied down and is attached to the house by a wire.  Suggestion to revisit the Rules and Regulations to have a clearer definition of “attached to the house”.    

            Pools by Marianne Helmprecht

            Thursday, September 5, the Pool Committee had a meeting.  The quote for the renovations to the Boulevard Clubhouse Pool from D & J Pool came to $47,500 which will include plaster ports, fiberglass demolition, removal of tile, spray texture and paint, adding new tile, four hand rails (2 on each side), find lights that once existed in the pool and put them back, add a salt generator system and add an ADA chair lift.  Marianne H made a motion to approve the renovations on the Boulevard Clubhouse pool by D & J Pool with a discussion concerning the salt generator system.  The generator that was included in the quote cost $2,700 is a resilient solax EC 40 which generates 40,000 gallons.  The contact from D & J Pool suggested installing an EC 60 instead of the EC 40 which is $2,750 more.  Neither are commercial salt generators.  There is a salt generator that does 60,000 gallons that is a Hayward but it costs $8,000 more.  In the pool furniture fund there is $4,000 that can be put towards the cost of the Hayward salt generator.  The funds made from the Halloween Dance and the Dukes Dance can, also, be put towards the Hayward generator.  Any donations would be appreciated.  The money will be available by January for this project.  Currently there is $87,000 in reserves for the pools.  Marianne made a motion for approve the proposal for the renovation of the Boulevard Clubhouse pool in January.  Linda B seconded the motion. Motion was passed with Marianne H., Linda B., Mike Wright and Scott Rapp voting for and Linda S., Daniel B.  voting against.

            Elise Hersey has resigned from the chair of the pool committee.  Please contact Marianne H if interested in the position.     

            CERTS by Linda Bailey

            Chris Mazzeo reported for CERTS.  All were asked to familiarize yourselves with the emergency locations.  None of the shelter locations are manned until there is a need.

            CAP by Linda Bailey

            Richard Ackerman reported for CAP.  Polo Park hosted a meeting for the entire Polk County CAP.  About 60 people attended.  Please report when something untoward is happening.  Please keep all doors and cars locked for your protection.         

            Veteran’s Committee by Sam Harris

            Veterans to have a flag raising on Wednesday, September 11, 2024 at 10:00 am.  Veteran’s Dance on November 9, 2024 at the Challenger Clubhouse at 7:00 pm.  The group performing is Traces of Gold.  Tickets are available for $13.00/ $15.00 at the door.  Veterans Day Flag Raising on November 11 and a Texas Roadhouse event on November 12.

            Request for those who know that their cart is leaking battery acid not to park their cart in front of the Veterans Memorial to help maintain a clean memorial.

            Documents Review Committee – Jeff Polston not present to report

            Richard Ackerman reported that the Committee is waiting on the lawyer for the document.

            Audit Committee – no one available to give a report.

            Swales and Engineering report by Scott Rapp

            As Menlo Park Ave is the lowest part of the park, it will always be susceptible to flooding.  There is a pump that helps reduce the flood waters that is crucial to keeping Menlo Park Ave dry.  Scott and a few others will keep an eye on the pump to ensure that it is always working.  A meeting is to be set up with the engineer and discuss solutions.

            There will be a review on the signage at the entrance of the park in the coming months. 

Suggestions/Questions

            Residents requesting change of fencing to 6 foot privacy fences/Covenants Hedges, enclosures, fences.

            Trash can removal fines/Covenants maintenance of property

            Ability for votes on board members to include positions taken by those board members.

            The above three questions must go to the appropriate committee for discussion and then the board for a vote before changes can be made.

            Painting of Duke electrical boxes – Anyone who wants to paint them please volunteer.

            Fundraiser for solar lights, where is the money and when will it be done – Marianne H will speak to Frank Libbi when he returns.

Old Business

            Organizational chart meeting by Linda Bailey

            Linda asked for those interested in volunteering to help with the chart.  Linda Sheerin suggested Wednesday, September 11 evening to discuss.   

New Business

            Joining a HOA internet group by Linda Sheerin

            Internet group that has lawyers that will give tips to HOA’s as well as webinars.  Linda suggests Polo Park to join this internet group.

            Agreement with County on Front Islands by Scott Rapp

            The lawyer needs to draw up a contract to give to Polk County to get permission to make changes to the entrance of the park.

Activity Events by Linda Bailey

             Hot Dogs begin October 15th.  Poker Run on October 27th.  Halloween Dance on October 26th.  Veterans Dance on November 9th.  Duke Dance in January.  Snowball Dance on January 25th.  Fifty’s Pizza Party on February 22nd.  Flu shots and covid shots will be available on October 11th from 9 am to 12 am at the Boulevard Clubhouse.  Fred Massaro’s retirement party on November 9th.  Marion Geake’s memorial on November 10th after Chapel.  Artist’s Circle on the first Monday of the month.  Karaoke every other Saturday night in the Challenger Clubhouse.  Meatloaf Dinner on October 17th.  Company Chicken Dinner in December.  Winter Bingo will be starting on Tuesday nights.  Cruise on the Eastern Caribbean on February 21st through to March 1st with Omni Tours Royal Caribbean Line.    

President’s Message by Daniel Basham

            Please follow the traffic rules within the park at all times.  That includes bicycles and golf carts as well as vehicles.  Beginning October 1st there will not be recycle pick up.  Trash and yard waste will be picked up the same day.  The yellow bins can be used for yard waste.   

Linda Sheerin made a motion to adjourn the meeting; Linda Bailey seconded it. 

Open Forum

Howard Biichle, 128 Kensington Park Dr. – With reference to people conducting business out of their homes, there are many that do so.  Please be sure to include all of those people when writing the letters.

Marletta Frantal, 396 Jackson Park Ave – Put to rest the home that has the concrete to the golf cart path.

Luann Bydalek, 518 Tivoli Park Dr. – May 2023 minutes didn’t reflect the meeting correctly.  Question – “How is it that this board feels that it is proper to deceive this community and how is it that you don’t care that a document with falsified portions stands as your legal record.  I want to know why you are unwilling to address and correct the matter.”  Linda Bailey addressed Luann to offer to try and correct the matter. 

Laurie Wares, 316 Challenger Ave. – There are trees that need tending to on Polo Park Boulevard.  Scott Rapp acknowledged that there was a need and will work to take care of said trees.

Christy Brosius, 105 Menlo Park Ave. – Mentioned more trees that need to be looked at the entrance of the park.
