HOMEOWNERS ASSOCIATION MEETTING

 

NOVEMBER 14, 2022

 

Attendees:  Karen Grant, Jim Glynn, Shirley Hosner, Tony Mahoney, Tom Becker, Vinny McCrave and Ken Dobosz

 

Absent:  None

 

The meeting was called to order at 7:00pm by Karen Grant, Board President.

 

Secretary’s Report:  Tony Mahoney told everyone if they wanted to see the minutes from previous meeting, they are available in either clubhouse or on-line as well. Tom Becker motioned to accept the minutes as submitted, Ken Dobosz seconded and all were in favor. Minutes were accepted as submitted.

Tony Mahoney made a motion to accept financial reports as submitted. Tom Becker seconded and all were favor. Passed.

 

Shirley reminded those present, that the activities balance can only be $15,000.00 by the end of the year. Please see Shirley to let her know what you will be spending the money on.

 

Shirley then reminded everyone what activities are going on:  Tuesdays, Coffee and Chat 7:15am to 8:30am; Hot Dogs/Brots, 11:00am to 12:30pm; Bingo, 5:45. Wednesday, November 16th is a celebration of life for June Hogue at 2:00pm. Friday, Craft Show set up, no cards. Saturday, November 19th, Craft Show 8am to 2pm; Country Breakfast 7am to 8:30am; Lunch 10:30am to 1pm. They are also having a Bake Sale during the Craft Fair. Winter Games start 1/30/2023 until March 4th, with a luncheon being provided. Cost per person is $15.00, sign up in pro shop starting 12/4 through 1/24. Please be at event(s) 15 minutes prior to start.

 

Golf Committee Report:  Ken Dobosz reported the following:

Jim Glynn made a motion to accept the golf committee financial report as submitted, Tony Mahoney seconded and all were in favor. Passed.

 

Ken then thanked everyone for helping with the clean up after the storm. It is most appreciated.

 

Ken has received quotes from 2 companies for cutting trees on golf course. Bo Tree Service is $2,200.00 per day which would be $6,600.00 if he was here for 3 days. Oscar gave a quote of $1,500.00. Difference is that Bo’s would have equipment, while Oscar would use ladders. Ken also checked into the Sunbelt Rental to rent a pump, would by $1,922.35 for a week. We could buy a pump for $4,493.96, problem with that would be we would have to use our tractor to hook it to. Would be 1/3 of cost if we rented.

 

Buildings & Grounds Report:  Tom Becker reported on the following: Challenger Pool – discussed fixing the bottom, needs to be redone. Quote from Spies was $60,000 to drain pool, put new fiberglass on, sand and have to smooth it. Also quote for $50,000. The pool is getting bad. Most places do not do fiberglass anymore. Boulevard pool is coming up. We put up the new signs. The cleaning people do clean the filters. They did a good job of removing mold. Changed filters. Richard and Fred check the levels Monday through Friday. We got a good report from the health department. Pool cleaner company only will clean the pools not the deck. Nellie blows it off Monday through Friday. Those at the pools on weekends, will need to do it themselves. Also, need a new chairperson for pool committee. Pool committee is asking board to let them buy the umbrellas (14 of them) at $245 to $300 each from Palm Casual. Warranty is good for only 1 year. No warranty on material, frame only. Karen Grant is not comfortable purchasing anything from Palm Casual due to how they handled the chairs and lounge chairs, they are still uneven. Shirley gave someone the name of the place Orange Lake uses to see how their pricing is. If we went with Palm Casual we would have to put that amount in the budget each year. Tony suggested we would rather get the cheaper umbrellas as needed, cost is more efficient. Tom made a motion to not accept quote from Palm Casual, Tony seconded the motion and all were in favor. We will look into the company Shirley suggested and check with company we use now for pricing.

 

Boulevard Roof is still in need of repair, also need new gutters, hopefully do at same time. New roof $26,000 and with gutters, $32,000. Hopefully look into once hurricane season is over. Hasn’t gone through the committee, just FYI. Challenger roof peak needs minor repair. The company who did the work agreed to come and fix at no cost to us.

 

Flooding in part, still waiting for brush to be picked up, also waiting on FEMA (we are on their list). Once all the debris is picked up, there will still to do more cleanup. The current flooding on Douglas, Nesbitt, Menlo, Covent, Challenger is okay during normal rains, but with heavy rains, unfortunately, the streets will flood. The county has a pump in the Menlo pond. Tom suggested that we hire a Florida Licensed Engineer to look over our storm/water management system. Park was done in phases, so we need to look how it runs. Tom made a motion to continue services to look at engineers to get quotes for park (Tom would be willing to be on the committee to follow through with this once his term is up). Gary Mohler said the roads should be the county’s problem since they are county roads. Tom spoke with county, according to our  

 

Also, Tom mentioned that 3 generators have been sold. Also they are selling a Cushman that has bad breaks. A gentleman is interested and offered $1500.00. Tom made a motion to accept the man’s offer, Ken seconded and all were in favor.

 

Architectural Review Report:  Jim Glynn reported that 1 house had submitted to repaint their house the same color. There are some changes being made due to storm that the insurance company is doing without a review.

 

Rules and Regulations Report:  Tony Mahoney reported that the committee are going out.

3 different houses, can’t get ahead of the weeds. Spraying weed killer then the rain washes it away. Please check before you make a claim, really understand the circumstances during all the rain.

 

CERTS Report:  Karen Grant reported last month that we are no longer certified through the County. If anyone is interested they would have to go to Bartow for classes. If no one is interested, it will be dissolved. You have until the next board meeting to sign up. If dissolved, we would check to make sure no grant money would have to be returned, along with any equipment. Dick Hamilton said he is having a hard time getting volunteers. One meeting no one showed up, and at another meeting, only 1 person showed up. The equipment does belong to Polo Park, so it would not have to be returned. If we do our own committee, they would have to be CPR certified. We would not be able to give our wheelchairs, walkers or canes as this would be a liability to polo park. Insurance company would not give out a rider. AED machine can only be used if you have training. Will be looking into having a CPR class here, waiting on dates.

 

CAP Report:  Karen Grant reported that there was a meeting in October. Deputy sheriff was supposed to come tonight but something came up, hopefully able to come to December’s meeting. Please lock doors, leave nothing in your car. If a break in does happen, please contact the sheriff’s department, any information you give them, is a big help in catching the criminal. If you go away and have a packaged delivered, please ask a friend or neighbor to get it and hold it until you return. Bimini Bay is now called Island Resort if you have to call sheriff’s office.

 

Old Business:  Vinny wanted to let everyone know that baskets for veterans will be sold during the craft fair. 8 tickets for $5.00. Also, asked if veterans could be put on the agenda. Just a reminder that Polo Park Veterans will receive 10% of proceeds if you dine at Texas Roadhouse tomorrow night from 3:30pm to 8:30pm. Just drop off your receipt in the basket by hostess desk. Veterans will be added to agenda.

 

New Business:  Ken Dobosz made a motion to accept Oscar’s bid to cut the trees, Tony Mahoney seconded the motion and all were in favor. Passed.

 

Ken Dobosz made a motion for the welcome committee to be put under the rules and regulations liaison. When people move in they will meet with a representative of the welcome committee to read the rules, regulations, by-laws and covenants. Also, to sign an acknowledgement of having reviewed the aforementioned. The signed copy will be placed in that address, before receiving their keys and wrist bands to all common areas of Polo Park HOA. Tony Mahoney seconded and all were in favor. Passed.

 

President’s Report:  Karen reported that she has called FEMA, they are focusing on the hard hit areas. They will get to us when they can, no dates as of yet. They will also not pick up anything that has been placed in plastic bags. Looking for new chairperson for the pool committee. Food truck is coming tomorrow, Monsta Lobsta from 4pm to 6pm. Going to look into getting more food trucks. Put brush in cans for the county, which is not FEMA. Putting cameras back in the kitchen. Richard Diehl has to replace parts in the bathroom faucets as someone took at the screen in them. In regard to renting out the clubhouses for special occasions, there will be a $100 deposit along with $300 rental fee. Kitchen fee will be $40. You will receive the deposit back as long as clubhouse has been cleaned, everything put back, lights are turned off, thermostat is set back to setting, and the door is locked. A vote will be taken at next month’s meeting. With everything going up, hopefully this will alleviate elevated costs. Policy’s will be made up for people to sign along with a waiver if people serve alcohol. If you bring your own plates, utensils, etc., there will be no kitchen fee. A ½ door has been added to entrance to kitchen. 3 quotes have been collected for new stove in kitchen. Will have to meet and select which one they want.

 

Richard Ackerman reminded those present that we need board members. Sign up is done this Friday, November 18th at noon.  If no one signs up, then people will be appointed to board.

 

Karen then thanked Elise for coffee and cookies.

 

Frank Libbi asked if anyone would be interested in signing up with their emails to be notified when things are going on, ie: board meeting. It would only be informative, no responses allowed. Luann Dobosz would also be involved with this. Ken said there will be a consent form to sign up. If you decide you do not want to be included, you will be taken off.

 

Ceil asked if the new rules and regulation having been done. We are still waiting for them.

 

At 8:50pm, Karen Grant made a motion to adjourn the meeting. Tony seconded and all were in favor.
