Polo Park Homeowners meeting held at Cornerstone Church for October 14, 2024 Attendance:  Daniel Basham (President), Mike Wright (Vice-President) by phone, Linda Bailey (Secretary), Marianne Helmprecht (Treasurer), Linda Sheerin (Director)

Absent:  Jeff Polston (Director), Scott Rapp (Director),

Call to Order:

Pledge of Allegiance was dispensed with as there was no flag in the room.

Prayer was led by Linda Sheerin  

Daniel Basham announced that there was a quorum and reminded everyone to sign in showing that they were in attendance at the HOA meeting.

Secretary’s Report by Linda Bailey

Linda Bailey moved that the board accept the minutes from the previous meeting.  Linda Sheerin seconded it.  All were in favor of accepting the minutes.

Aging Report

Two (2) homes have payment plan, three (3) homes have been sent to the lawyer and ten (10) homes still owe $370 or more.

Transfer fees in reserves are $17,640.

Linda Sheerin made a motion to accept the Treasurer’s Report; Daniel Basham seconded the motion.  All were in favor of accepting the Treasurer’s Report. 

Committee Reports

Golf Committee by Mike Wright

Mike Wright wondered if the Pro Shop was covered by the insurance for the Challenger Clubhouse as it is located in the Clubhouse. He, also, asked if the golf carts would be covered if there was any damage from the storm. Marianne Helmprecht answered that the Pro Shop was included in the insurance for the Clubhouse.  Linda Sheerin answered that the golf carts were in a safe spot during the storm and should be fine.

Jim Rose reported that the Golf Course has made $6,480 more this year than last year. 

Buildings and Grounds by Linda Bailey (Scott Rapp not present)

Linda Bailey made a motion to purchase low maintenance plants to complete New Kensington Park prior to the ribbon cutting (Nov 9 @ 10:30); Daniel Basham seconded it.  All were in favour of the purchase of low maintenance plants.

Samuel Harris informed all that the water levels on the pond were decreasing as the pump is up and running. 

Rules and Regulations by Linda Sheerin

​Due to hurricane, Linda Sheerin made a motion that all rules and regs letters and Fining Letters be suspended until next month or when things are back to pre-hurricane state.

Linda Sheerin made a motion to suspend the letters; Daniel Basham seconded it.  All in favor.  Motion was passed.

Architectural Review Committee (ARC) by Linda Sheerin

Eight forms were submitted, all were accepted.  When replacing damages that occurred during the hurricane, no ARC form is required.

Standing Fines Committee

No report due to hurricane.  

​​Pools by Marianne Helmprecht

​The quote has been approved for the Boulevard Pool.  Deck is not going to be painted.  Pool Committee has requested a few people look at the contract before it is signed. Mary Dolan is the new chair of the Pool Committee. 

CAP by Linda Bailey

CERTS by Linda Bailey

Linda Bailey invited Cece up to discuss what they did before and after the hurricane.  They knocked on a few doors.  Discussion ensued about how to inform CERTS when people have left their homes to find shelter from the storms elsewhere. 

​​Veteran’s Committee by Sam Harris

Whether the Vets Dance is going to take place is not decided at this time.  Polo Park Press is not going to be delivered door to door unless that is requested.  Still collecting for Toys for Tots. 

​​Documents Review Committee – Elise Hersey reported for Richard Ackerman

Documents are ready for the board to review and if approved will be placed on line or will be available in paper form for a vote in the January HOA meeting.   

Audit Committee – no one available to give a report.

Suggestions/Questions by Linda Bailey

There is only one way in or out of Polo Park and there does not seem to be another way in an emergency situation.  All ideas are welcome.

​​Old Business

Joining an HOA internet group by Linda Sheerin

Internet group that will give tips to HOA’s as well as webinars.  Linda S. suggests Polo Park to join this internet group.  Linda Sheerin made a motion to join an internet group (the name of which has escaped her) that can be used for educational purposes.  Linda Bailey seconded her motion.  All were in favor.

CCH cameras - have been installed and they are working.

New Business

Disaster assistance – offered by the state (disasterassistance.gov) is available. 

Flooding by Linda Sheerin – insurance company’s want pictures, lots of pictures and costs of repair.  Any pictures taken of common grounds, forward them to the HOA office website or a member of the HOA board.  The board voted to allow the work on the damaged trees to be done on Marletta Frantal’s property (396 Jackson Park Ave).   

Age Verification form by Linda Bailey – (for the attorney) Everyone will be getting one this winter to update the files in the office.      

Planning and Development Contract for the Front Islands by Linda Bailey

The contract that we currently have is fine for future plans.  They would just like us to submit to them what our plans are and have the plans signed by the President and Secretary.

Postage needed for mailing – Postage meter would make the job easier for the ladies in the office as well as reducing the cost of postage.  Linda Sheerin made a motion to rent a postage meter; Daniel Bailey seconded it.  All were in favor.

Variance for Property by Linda Sheerin – be aware that if any homeowner adds a structure on their property, they may find that it has been placed on an easement or a setback.  In the event of a sale, a variance may be required.  Recently a home on Jackson Park Ave. was found to have structures on the easement and/or setback and as a result, the bank would not give a mortgage to the hopeful purchaser without a variance.  Linda Bailey made the motion to write the letter of variance for this particular home for the relator; Daniel Basham seconded it.  All were in favor.

Concrete on Easement of Golf Course – Daniel Basham moved that this item be dismissed; Marianne Helmprecht seconded it.  All were in favor.   

Activity Events by Linda Bailey

Any activities that were usually held at the Challenger Clubhouse, try to find time for those activities at the Boulevard Clubhouse.

Meatloaf Dinner by Jenell Kilgo for October 26 to be carry out.  Tickets on sale on October 17th Vegetable giveaway – October 15 at 12:30 at the Boulevard Clubhouse.  Poker Run on October 27th.  Held on the patio instead of the clubhouse. No potluck. Yard Sale Dec 2nd. Bake sale and hotdogs will be at the Boulevard Clubhouse. Election Day at the Boulevard Clubhouse on November 5th.  Halloween Dance cancelled.  

President’s Message by Daniel Basham

Daniel Basham thanked everyone for the help in the cleanup of our park.  He thanked CERTS for the help they gave before and after the hurricane.  Daniel Basham put out a reminder to please remember to put your trash in the bin and not beside it.  If it is not in the bin, it will not be picked up.    

Linda Sheerin made a motion to adjourn the meeting; Linda Bailey seconded it.  

Open Forum

Robin Harris, Delaney Park Ave. – 1.  For those registered to vote and want to contact a governing person, call Martha Santiago at 863 534 6422.  We are Polo Park in district four (4).  2.  Leaves left on the pool surface for a length of time will stain the surface permanently.  3. Disaster.org is not a state agency, it is a U.S. agency.

Samuel Harris, Delaney Park Ave. – Anyone with tree damage, let Sam know and Buildings and Grounds will come and take a look at it. 

Joe Gornik, 201 Menlo Park Ave. – Please refrain from driving along Menlo as it just disturbs the water.
